COVID-19 City Ordinance Notice

April 21, 2020

Dear ENC Community,

The times we are living in during this COVID-19 pandemic have been referred to as a rapidly evolving situation. This is evident in the many changes we have seen here at ENC in the past 6 weeks. We have yet another change we need to inform you about today.

Quincy Face Covering Requirements

The city of Quincy has now ordered people to wear face coverings over their mouth and nose in the following situations:

  • When in any essential business as defined by Governor Baker (ENC is an essential business)
  • When picking up food for take-out (including ENC Cafeteria)
  • When employees of essential businesses are interacting with the public or within six feet of a co-worker (this includes all ENC employees)
  • When in a residential or commercial building complex of greater than one unit while in common areas and communal spaces and you also must exercise social distancing in these spaces. (Including all residents/tenants in Young, Munro and multi-family houses)

You can view this Declaration of Public Health Emergency Order at:

ENC Compliance

For the ENC community, this means that everyone on campus must wear a face covering except when you are in your own room/ apartment/home, or in your own office with the door closed. This includes, but is not limited to all buildings, cafeteria, elevators, common areas, laundry rooms, lounges, (including in Young and Munro) hallways, stairways and entrances/porches of dorms and multifamily units. It also means anywhere outside on our campus.

The face coverings can be a fabric mask, scarf, bandana or other homemade covering. Health officials do not recommend surgical or N-95 masks, which should be reserved for medical professionals and first responders. The mask or covering must cover both your nose and your mouth. There are many suggestions on the internet for how to make your own mask. You can also see the CDC website If you are having difficulty and need suggestions for making a homemade face covering, please contact

It is our expectation that the ENC community will work diligently to comply with this citywide mandate. We want to thank you for all the times you have risen to the challenge during this unprecedented time. Thank you also for the love and care you have shown to ENC and to each other. We will get through this together, even though we are physically separated. We thank God for His presence with us always.
